Both popular and policy usages of the term ‘security’ have prioritised foreign threats, and the threats of terrorism, cyber-attacks, and other accessing of data.
These overlook a fundamental aspect of how people have come to feel secure/insecure: their expectation of development as a constant, expressed in economic growth bringing improved living conditions and opportunities, and dependent partly on scientific/technological breakthroughs.
